Add BulkGetByName method to UserStore.

Add RawBulkGetByNameForConvo method to UserStore.
Add ErrSomeUsersNotFound error.
User Manager Search Experiment.
De-duplicate common user store scan logic.
Use inqbuild in BulkGetMap in UserStore.
